Korea has already welcomed more foreign visitors in 2026 than in any full year before. On October 27 the running total for 2026 went past the 2025 figure of about 18.94 million. The Ministry of Culture, Sports and Tourism now expects arrivals to pass 20 million for the first time in the third week of November.

The Korean press has covered the Korea tourism record 2026 widely this week. If you are planning a trip, the numbers tell you where the crowds are, where the government is putting money, and why Seoul feels so busy.

What exactly happened with the Korea tourism record 2026?

The ministry announced the milestone on October 27. Its provisional count up to October 26 stood at 18.91 million foreign arrivals. This year has averaged about 64,000 visitors a day, so the ministry estimates that the old record (18.94 million, the total for all of 2025) was passed on October 27. That is about two months sooner than last year reached the same number.

Key figures, as of November 2, 2026:

Measure 2026 figure Same period in 2025
Foreign arrivals, Jan–Sep 17.11 million (+21.5%) 14.08 million
Arrivals through airports and seaports outside the capital area, Jan–Sep 4.82 million 3.74 million
Visits by foreign tourists to regions outside the capital area, Jan–Sep 64.72 million (+19.7%) 54.07 million
Expected November arrivals about 1.94 million —
Government year-end target 23 million —

March 2026 was the first month on record with more than 2 million visitors, and April also passed that mark.

Who is coming to Korea, and from where?

The largest share comes from the Greater China region, which includes mainland China, Taiwan, Hong Kong and Macau (7.92 million from January to September). Growth is broad, though, and almost every major market is up. Jan–Sep figures:

  • China: 5.47 million (+29.2%)
  • Japan: 3.12 million (+16.9%)
  • Taiwan: 1.86 million (+32.4%)
  • Americas: 1.62 million (+12.0%)
  • Europe: 1.19 million (+20.0%)
  • Southeast Asia: 2.92 million in total (+15.3%), including the Philippines (+15.6%), Indonesia (+23.4%) and Thailand (+14.3%)

The ministry also compared Korea with neighboring destinations. Over the same months, Japan's inbound arrivals fell 2.9% and Thailand's fell 3.8%, while Korea's grew by more than a fifth.

Why are so many people visiting Korea now?

The government's main explanation is the global popularity of Korean culture, together with innovation in the tourism industry and the welcome visitors get from local people. It also points to policy: more international flights, easier visa issuance, better transport for visitors, stronger overseas marketing, and a supplementary budget passed in response to the Middle East war. It also named exchange-rate swings and high oil prices as problems that visitor numbers have grown in spite of.

Where visitors spend their money shows why they come. In tourism-related card spending from January to September, shopping made up 37.0%, lodging 19.6% and medical and wellness services 16.6%. Skin clinics, dermatology and wellness are now a main reason for many trips, not just something people add on.

How will this change your trip to Korea?

Seoul is filling up

A split illustration contrasting a crowded Seoul palace gate with a calm coastal Busan or Gangneung scene reached from a small regional airport.

Tourism Minister Choi Hwi-young spoke at a briefing on October 28. He warned that if foreign arrivals keep rising at this rate, the Seoul metropolitan area will become overcrowded and saturated, and he said regional tourism is the ministry's top priority as a result. If you have queued at a popular palace or shopping street on a weekend, you have already seen this.

Money is moving to the regions

The ministry's proposed 2027 tourism budget is KRW 1.7562 trillion, 19% more than in 2026. The main project builds tourism routes around five regional airports: Gimhae (Busan), Daegu, Cheongju, Muan and Yangyang. Working with other ministries, the government plans about KRW 410 billion in funding for these areas, plus special regulatory exemptions and AI pilot projects. Smaller lines include KRW 7.2 billion for traditional market tourism, KRW 2.5 billion for a "K-Food Road", and KRW 5.8 billion for tourism linked to K-pop concerts and K-drama filming locations. Over the next year, look for more visitor programs outside Seoul.

Every day is a new record

The minister said that from now on, each day of inbound tourism will set a new record. Seasonal events such as the Korea Grand Festival 2026 and the winter lights covered in Christmas in Seoul 2026 will add to the crowds through the end of the year.

Good to know

  • Book ahead for November and December. The ministry expects about 1.94 million arrivals in November alone, so popular Seoul neighborhoods are likely to be busy.
  • Go on weekdays and start early. Major palaces and popular cafes are usually calmer on weekday mornings than on weekends.
  • Think about a regional airport. Flying into Gimhae for Busan or Cheongju for central Korea puts you in the areas where the government is now investing.
  • Book clinics early. Medical and wellness services take a large share of visitor spending, so book dermatology or health check-ups well before you arrive.
  • Expect more milestones. The 20 million mark is expected in the third week of November. The government is working toward 30 million visitors a year and says it is preparing for a future 40 million.
